Today St. Petersburg hosted a regular meeting of the Commission for the Prevention and Elimination of Emergencies, Ensuring Fire Safety, chaired by Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District Alexander Gutsan. The Secretary of State – Deputy Head of the Ministry of Emergency Situations of Russia Alexei Serko took part in its work.

The main issue on the agenda was the issue of organizing work in the subjects of the Northwestern Federal District to prevent and eliminate natural emergencies in 2022 caused by spring floods and forest fires.

The meeting was also attended by the heads of the subjects of the Northwestern Federal District, the heads of the territorial bodies of the EMERCOM of Russia for the subjects of the Northwestern Federal District and other representatives of interested departments.

Addressing all those present, Secretary of State – Deputy Head of the Ministry of Emergency Situations of Russia Alexei Serko

noted: “Our work is based on solving various problems related to all potential risks, and today we are faced with the issues of preparing for the spring-summer period, characterized by the risk of natural emergencies associated with spring floods and forest fires. Our common task is to ensure safety during its implementation and minimize possible consequences.”

He also drew attention to a number of issues, the solution of which requires joint efforts. In particular, they concern the implementation of a set of necessary measures to prevent failures at socially significant facilities, housing and communal services, prevent fires and deaths on them, take additional measures to control the state of hydraulic and potentially dangerous facilities, as well as timely detection and responding to emerging hotbeds of natural fires and taking measures to prevent the spread of fire to settlements.

During the meeting, reports of a number of heads of government commissions on the prevention and elimination of the consequences of emergencies and ensuring fire safety of the subjects of the Northwestern Federal District were heard via videoconferencing.

The experience of past years shows that only the timely implementation of a set of pre-designed preventive measures by all interested federal authorities, executive authorities of the constituent entities and local governments makes it possible to carry out flood and fire hazardous periods in a controlled manner and prevent the onset of critical consequences.

A new veteran organization has been formed as part of the All-Russian Public Organization of Veterans of the Penitentiary System

Veterans of the Institute unanimously supported the decision to establish a Local Branch of the All-Russian Public Organization of Veterans of the Penal Institution of the Federal State Institution of the Research Institute of the Federal Penitentiary Service of Russia. The local branch, according to the decision of the general meeting, is part of the structure of the All-Russian Public Organization of Veterans of the Penitentiary System (hereinafter referred to as LLC Veterans of the Penitentiary System) and will operate on the basis of the Charter of LLC Veterans of the Penitentiary System.

Veteran of the penitentiary system, retired major-general of the internal service, Evgeniy Sokolov, was elected as the chairman of the Local branch of the LLC Veterans of the Penitentiary System of the FKU of the Research Institute of the Federal Penitentiary Service of Russia. The meeting unanimously adopted a resolution on the election of a collegial management body of the Council of the Local Branch and a control and audit body – the auditor. One of the co-founders of the veteran organization was the first deputy chairman of the Council of Veterans of the UIS S.Kh. Shamsunov, who outlined the main goals and objectives of the department, paying special attention to the fact that the subject of the activity of veterans will be, among other things, the involvement of the general legal community in participation in legal, humanitarian and other projects and programs, the promotion of strengthening the connection between legal science, education and penitentiary practice.

The creation of the Local Branch of the All-Russian Public Organization of Veterans of the Penitentiary System of the FKU of the Research Institute of the Federal Penitentiary Service of Russia was approved by the leadership of the institute, which expressed support for the veterans’ initiative.

Employees of the Federal Penitentiary Service of Russia in the Ivanovo Region congratulated the veteran of the Great Patriotic War on his 97th birthday

Employees of the Department and correctional colony No. 7 of the Federal Penitentiary Service of Russia in the Ivanovo Region visited the veteran of the Great Patriotic War, a veteran of the penitentiary system Gennady Vladimirovich Zubkov and presented him with memorable gifts.

Zubkov Gennady Vladimirovich was born on January 28, 1925. In December 1942, he was called up for service in the Soviet army and sent to the Podolsk military school, then was seconded to the 776th rifle regiment of the 214th division.

Gennady Vladimirovich was awarded the medal “For Military Merit”, the medal “For the Victory over Germany”, the Order of the Patriotic War, the medal named after G.K. Zhukov, and commemorative medals.

After demobilization from the army, Zubkov G.V. worked in law enforcement agencies, and from September 1970 to September 1982 he served in a correctional institution in the Ivanovo region as head of the operational unit. Awarded with medals “For Impeccable Service”, “Veteran of Labour”.

After retiring, Gennady Vladimirovich Zubkov from 1982 to 1988 permanently headed the veteran organization of the institution. Currently, to the best of his ability, he takes part in events with young employees, attends patriotic events for the personnel of the Federal Penitentiary Service of Russia in the Ivanovo Region.

Over 3 years, 90 correctional institutions and pre-trial detention centers have been liquidated in Russia

For a number of years, the Federal Penitentiary Service has been gradually working to optimize the number of penitentiary institutions. This process is due to a gradual decrease in the number of convicts held in correctional institutions, with a simultaneous expansion of the practice of applying criminal penalties that are not related to the isolation of convicts from society.

During a visit to the GUFSIN in the Novosibirsk Region, the Acting Deputy Director of the Federal Penitentiary Service of Russia, Lieutenant General of the Internal Service Konstantin Bereznev, together with the Acting Head of the GUFSIN Igor Novikov, visited 4 sites that function as correctional centers at the institutions of the penitentiary system of the region, as well as the base of the special purpose department ” Corsair” and the Novosibirsk educational colony.

Konstantin Bereznev paid special attention to the conditions of detention of the convicts. All four sites have comfortable living conditions. Currently, sections of correctional centers operate at IK-3, IK-8, IK-9 and at the Novosibirsk educational colony.

To date, 506 convicts in the Novosibirsk region are serving their sentences in the form of forced labor. Konstantin Bereznev spoke with the convicts about the conditions of their detention and gave explanations to all their questions.

In the Novosibirsk educational colony, the acting deputy director visited the hostels of the detachment, the quarantine department, the school and the canteen. In addition, he had a conversation with the pupils, asked about their plans for the future and answered the questions of minors related to parole and transfer to other institutions.

Following the visit to the Acting Deputy Director of the Federal Penitentiary Service of Russia, he discussed topical issues of performance with the leadership of the GUFSIN.

ended today working visit to Kazakhstan to participate in the meeting of the Eurasian Intergovernmental Council.

First of all, we discussed in detail the topical issues of Eurasian integration. We agreed to increase cooperation in the industrial sector. We are accelerating the implementation of a traceability mechanism for goods imported into the EAEU. This is necessary to effectively combat gray imports and illegal circulation of products. And in order to expand sales markets for agricultural producers of all member states of the union, we will intensify work on the Eurasian Agroexpress joint logistics project. Our products will be delivered faster to Europe and Asia at competitive rates.

267 amateur fishermen were rescued by employees of the Ministry of Emergency Situations in the Sakhalin Region

A group of amateur fishermen, among whom were women, found themselves on an ice floe that broke away from the shore near the village of Starodubskoye, Sakhalin Region. About the incident near the village of Starodubskoye, Dolinsky district, a message was received in the early morning of February 25.

Rescuers and employees of the GIMS immediately left to help the fishermen. One and a half km from the coast, the ice field broke off. As a result, a crack 5–6 meters wide formed along the coast, behind which there are amateur fishermen.

All fishermen were delivered to the shore with the help of the Khivus rescue hovercraft and the Favorit boat.
