Dmitry Chernyshenko: The Ministry of Education and Science plans to launch the first services of the Science domain on the GosTech platform by the beginning of the new academic year

Dmitry Chernyshenko at the 6th Rector’s Symposium “Programmatic Approach to University Management”

Deputy Prime Minister of Russia Dmitry Chernyshenko and Minister of Science and Higher Education of Russia Valery Falkov took part in the sixth Rector’s Symposium “Programmatic Approach to University Management” as part of a working trip to the Krasnodar Territory. The event was partly held online.

During his welcoming speech, Dmitry Chernyshenko noted that, at the suggestion of President Vladimir Putin, the Year of Science and Technology should be the beginning of the Scientific Decade. A new industry management architecture was developed and a new state program for scientific and technological development was launched. About 1.2 trillion rubles will be allocated annually for its financing. The “Science” domain will become part of the ecosystem of the new state program.

“The Ministry of Education and Science plans to launch the first services of the Science domain on the GosTech platform by the beginning of the new academic year. They are designed to help the researcher to organize their work more efficiently, for example, to speed up the application process and the actual registration of a patent for research and development. They will also save time and reduce the bureaucratic burden, quickly find customers and funding, establish communication with teams, ensure the protection of scientific results and gain access to the existing scientific knowledge base,” said Dmitry Chernyshenko.

The Deputy Prime Minister and the Minister also held a strategic session at the Sirius Educational Center on the admission campaign to universities using the Super Service Online Admission to University. It was attended by representatives of the Ministry of Education and Science, the Ministry of Digital Development, technical support staff and IT specialists from 55 universities. Some of the participants were present in person, some were connected via videoconferencing.

Dmitry Chernyshenko noted the social importance of superservice, which has especially increased during the pandemic. Thanks to him, young people living in remote settlements can remotely apply to universities. The Vice Prime Minister added that the Ministry of Education and Science, together with the Ministry of Digital Development and universities, needs to quickly work out all the details of the mechanism for remote acceptance of documents from applicants and their further enrollment. For this, an operational headquarters has already been created, the main responsible for coordinating all work is the Ministry of Education and Science. The key task is to ensure the smooth operation of the super service in the field.

In 2020, 54 higher education organizations took part in testing the super service. In 2021, 537 Russian universities have already connected to it. This year, it is planned to connect at least 800 state universities and their branches. The functionality of the super service will also expand. The opportunity to submit documents online will be given not only to applicants for undergraduate and specialist studies in full-time and part-time forms, but also to part-time students.

As part of the symposium, university representatives worked on creating an individual plan for accepting documents through the superservice, worked out the problematic issues that they might encounter, and solved specific cases.

Minister of Science and Higher Education of the Russian Federation Valery Falkov noted that universities should be methodically and technically prepared to conduct an admissions campaign using electronic technologies.

“More and more applicants are using remote formats for submitting documents. Considering this trend, we are making a universal entrance for all applicants, regardless of place of residence and form of education, through the State Services portal and developing the service “Admission to a university online”. It is important to ensure its availability not only for future students, but also for universities. Electronic admission significantly increases the load on the information systems of universities, they must be ready to provide fast work. In addition, we have expanded the opportunities for applicants to choose areas of study – today students can apply for 10 areas at different universities. Universities also need to record this information. Today, one of a series of planned strategic sessions with universities took place. All of them will be held before the start of the admission campaign,” said Valery Falkov.

The head of the department added that the work of the super service will help increase the availability of quality education for applicants from the regions.

In addition, Dmitry Chernyshenko and Valery Falkov toured the laboratories of the Scientific Research Institute of Medical Primatology and the All-Russian Institute of Plant Genetic Resources named after N.I. Vavilov (VIR named after N.I. Vavilov).
