Today St. Petersburg hosted a regular meeting of the Commission for the Prevention and Elimination of Emergencies, Ensuring Fire Safety, chaired by Plenipotentiary Representative of the President of the Russian Federation in the North-Western Federal District Alexander Gutsan. The Secretary of State – Deputy Head of the Ministry of Emergency Situations of Russia Alexei Serko took part in its work.

The main issue on the agenda was the issue of organizing work in the subjects of the Northwestern Federal District to prevent and eliminate natural emergencies in 2022 caused by spring floods and forest fires.

The meeting was also attended by the heads of the subjects of the Northwestern Federal District, the heads of the territorial bodies of the EMERCOM of Russia for the subjects of the Northwestern Federal District and other representatives of interested departments.

Addressing all those present, Secretary of State – Deputy Head of the Ministry of Emergency Situations of Russia Alexei Serko

noted: “Our work is based on solving various problems related to all potential risks, and today we are faced with the issues of preparing for the spring-summer period, characterized by the risk of natural emergencies associated with spring floods and forest fires. Our common task is to ensure safety during its implementation and minimize possible consequences.”

He also drew attention to a number of issues, the solution of which requires joint efforts. In particular, they concern the implementation of a set of necessary measures to prevent failures at socially significant facilities, housing and communal services, prevent fires and deaths on them, take additional measures to control the state of hydraulic and potentially dangerous facilities, as well as timely detection and responding to emerging hotbeds of natural fires and taking measures to prevent the spread of fire to settlements.

During the meeting, reports of a number of heads of government commissions on the prevention and elimination of the consequences of emergencies and ensuring fire safety of the subjects of the Northwestern Federal District were heard via videoconferencing.

The experience of past years shows that only the timely implementation of a set of pre-designed preventive measures by all interested federal authorities, executive authorities of the constituent entities and local governments makes it possible to carry out flood and fire hazardous periods in a controlled manner and prevent the onset of critical consequences.

Firefighters of the Ministry of Emergency Situations of Russia tested a new technique for extinguishing a fire at an energy facility in the Voronezh region

267 amateur fishermen were rescued by employees of the Ministry of Emergency Situations in the Sakhalin Region

A group of amateur fishermen, among whom were women, found themselves on an ice floe that broke away from the shore near the village of Starodubskoye, Sakhalin Region. About the incident near the village of Starodubskoye, Dolinsky district, a message was received in the early morning of February 25.

Rescuers and employees of the GIMS immediately left to help the fishermen. One and a half km from the coast, the ice field broke off. As a result, a crack 5–6 meters wide formed along the coast, behind which there are amateur fishermen.

All fishermen were delivered to the shore with the help of the Khivus rescue hovercraft and the Favorit boat.

The regions of the Russian Federation are preparing to receive another 764 people from the Lugansk People’s Republic

On February 25, at a meeting of the operational headquarters led by the Acting Head of the Russian Emergencies Ministry Alexander Chupriyan, the results of the work were summed up and tasks were set for receiving and providing comprehensive assistance to refugees from the LPR and DPR.

Currently, about 17.5 thousand people are located in 232 temporary accommodation centers in 15 constituent entities of the Russian Federation. In readiness to receive citizens, 678 TACs have been prepared on the territory of 49 constituent entities of the Russian Federation with a total capacity of more than 60 thousand people.

Today, another 764 people from the Lugansk People’s Republic are expected to arrive in the Rostov region. There are 2 trains in motion, following to the Oryol and Tula regions. 2 more trains are planned for the possible delivery of people to the Kaluga and Novgorod regions.

In two camps of life support of the Russian Emergencies Ministry at checkpoints, work continues to provide financial assistance, medical examinations and testing for COVID-19. Psychologists provided assistance in 3.5 thousand cases.

More than 1,300 calls were received on the hotline phone.

In total, a grouping of more than 8.2 thousand specialists and 2,640 pieces of equipment is involved. Over the coming weekend, work on the reception of refugees is planned to be completed.

Traditional events in memory of firefighters who died in the line of duty were held in St. Petersburg

On February 23, a commemorative rally was held at the monument “For the sake of life on earth”, where firefighters who died in different years are buried. Representatives of the Ministry of Emergency Situations of Russia, the government of St. Petersburg, veterans of the fire department and current employees of the department, as well as relatives, friends and colleagues of the fallen firefighters came to pay tribute to the memory of the fallen. Colleagues of St. Petersburg firefighters from the Republic of Belarus also took part in the mourning event.

A memorial service was served for all the dead firefighters. After that, their memory was honored with a minute of silence and flowers were laid at the monument “For the sake of life on earth.”

The day before, a traditional mini-football tournament was held at the Winter Stadium in St. Petersburg in memory of the fallen firefighters. The geography of subjects of the Russian Federation ready to accept migrants is expanding

The placement of forced migrants from the Donetsk and Lugansk Republics continues in the Russian Federation. More than 17 thousand people are accommodated in 230 TACs on the territory of 12 constituent entities of the Russian Federation. In total, 656 temporary accommodation centers with a total capacity of more than 58,000 people have been prepared in 47 constituent entities of the Russian Federation.

There are 2 camps of life support of the Ministry of Emergency Situations of Russia at checkpoints with a capacity for 400 people, in which more than 4 thousand evacuated citizens were temporarily located. In reserve there are 3 more camps of life support with a capacity of up to 400 people.

The delivery of refugees to the regions continues by rail. During the day, 6 trains delivered more than 3.6 thousand people to the Moscow, Lipetsk, Belgorod, Ryazan and Penza regions.

At the moment, 2 trains go to the Republic of Mordovia and the Moscow region, 2 more trains are being formed to the Samara and Kirov regions.

“The system has been worked out, and at present, all the logistics for accommodating and providing assistance to residents of the LPR and DPR have been built. And not only within the Rostov region, but also in other regions of the Russian Federation,” said the acting head of the Russian Emergencies Ministry Alexander Chupriyan.

On Defender of the Fatherland Day, the Russian Emergencies Ministry talks about its servicemen

The Russian Emergencies Ministry talks about its heroes who protect their citizens every day. Sometimes employees of the department risk their lives to save people.

More than 7,000 servicemen serve in the system of the Russian Emergencies Ministry, and the structure of the department includes 10 rescue teams. The professionalism of the personnel of the rescue centers is known firsthand.

There are 20 active volcanoes on the territory of the Elizovsky district of Kamchatka. Thousands of Russian and foreign tourists come here to enjoy the untouched and pristine local nature and sights. If necessary, local rescuers are always ready to help them – employees of the Kamchatka Rescue Center of the Russian Emergencies Ministry.

The center includes operationally responding units: an airborne service, a group of unmanned aerial vehicles and robotic equipment, a service dog kennel, two rescue companies, a rescue operation support company: an engineering and rescue platoon, a fire and rescue platoon, a radiation platoon, chemical and biological protection.

In 2021 alone, personnel were involved in the elimination of four emergencies and more than 240 incidents. At the same time, 32 people were rescued by the center’s employees, more than 150 citizens were assisted, and seven animals were rescued.

Among the rescuers of the center there are many talents who realize themselves in the creative field. Music is a kind of outlet for brave guys, almost daily risking their lives to save others. So, last year, rescuers filmed a clip called “The Way of the Rescuer” (clip is attached). The song was performed by the deputy platoon commander – squad leader Yevgeny Vukkert. And Anton Kulikov, head of the medical service of the Kamchatka Rescue Center of the Ministry of Emergency Situations of Russia, has been playing the guitar since childhood, and has been composing songs for more than 10 years. In his “musical piggy bank” there are several dozen compositions (clip attached / note).

A wonderful dynasty of rescuers Meldonyan is working in the Ural training rescue center of the EMERCOM of Russia. For many years they have faithfully served the cause of salvation, come to the rescue in the most difficult situations, sometimes at risk to their lives. And they invariably support each other and very carefully keep family values.

The head of the family, Ashot Meldonyan, has been serving in the Ural rescue center since 2005. He was directly involved in the elimination of the consequences of various emergencies, both on the territory of the Chelyabinsk region and beyond.

In the footsteps of his father, his two sons, doctors, Edgar and Artush, also followed. Now they are training contract and military service fighters in first aid skills. The brothers received additional skills and specialties (driving trucks, using special tools, small-scale mechanization), since a rescuer must be able to do everything, be as prepared as possible for any challenges.

As part of their units, Edgar and Artush saved more than one life. One of the strongest memories of the Meldonyan family dates back to 2013, when the elements got out of control and vast territories of the Far East region were flooded. For several days without sleep and rest, the Ural rescuers, together with colleagues from other regions, defended Komsomolsk-on-Amur. They dragged sandbags, stood waist-deep in water for hours, with their bodies preventing powerful waves from destroying the famous Mylkinskaya dam.

Dmitry Ornoev has been serving in the emergency department for 17 years. After graduating from the Academy of Civil Protection of the Russian Emergencies Ministry, he was assigned to the Siberian Rescue Center of the Russian Emergencies Ministry. Dmitry has come a long way over the years of service – from a platoon commander to a detachment commander. He has several dozens of responses to the elimination of the consequences of various incidents. One of the largest for Dmitry was the oil spill in Norilsk at the end of May 2020. With his fighters, Ornoev minimized the consequences of the disaster for about 20 days in the conditions of the Far North.

There are many professional athletes among the rescuers of the EMERCOM of Russia. Thus, the commander of the rescue company of the Nevsky Rescue Center of the Ministry of Emergency Situations of Russia, Captain Vachagan Grigoryan, has the title of Master of Sports and Master of Sports of international class in various types of martial arts. He is a member of the national team of the Ministry of Emergency Situations of Russia. In October 2021, he became the silver medalist in the individual competition of the World Championship in absolutely real combat.
