At the site of the Government Coordination Center, First Deputy Prime Minister Andrei Belousov and the head of the State Council commission in the field of Transport, Alexey Tsydenov, held a joint meeting of the presidium of the Government Commission on Transport and the State Council commission in the field of Transport. The results of the work of industry interdepartmental working groups on the preparation of the national project “Development of Transport Infrastructure” were considered.

Minister of Transport Vitaly Savelyev presented to the participants of the joint meeting proposals on the structure, indicators, socially significant results and financing of the national project “Development of Transport Infrastructure”. The proposals were developed by the Ministry of Transport in accordance with the plan and instructions of the Government.

As the head of the Ministry of Transport noted, the new national project will be the successor to the Comprehensive Plan for the modernization and expansion of the main infrastructure and a number of previously implemented infrastructure projects – its structure and goal setting are based on the need to create a unified model for managing the development of the transport industry and all types of transport. “The proposals are based on mechanisms for selecting and prioritizing projects aimed at developing transport infrastructure, based on a single core transport network and mechanisms of transport and economic balance, first enshrined in the Transport Strategy, approved in 2021 by the President of the country,” the Minister of Transport emphasized.

One of the key goals of the national project is to determine the growth of the capacity of a single backbone transport network. Also, the implementation of the national project is aimed at increasing the throughput and carrying capacity of the transport infrastructure for Russian goods, increasing the capacity of the transport infrastructure for passenger traffic, and increasing satisfaction with the transport infrastructure.

The structure of the national project includes 10 federal projects aimed at developing the infrastructure of a unified backbone transport network. Federal projects included in the national project include the development of the infrastructure of the Central Transport Hub, high-speed railways, border checkpoints, support networks of airfields and airports, railways, seaports, inland waterways, and highways. The digitalization of the transport complex and the development of human resources are also provided.

As part of the work on the structure, indicators, socially significant results and financing of the national project “Development of Transport Infrastructure”, six interdepartmental working groups were created on the basis of the Ministry of Transport, headed by Deputy Ministers of Transport, supervising the relevant areas of activity. The working groups included representatives of the Presidential Administration, the State Council Commission on Transport, the State Duma, the Federation Council, the Ministry of Economic Development, the Ministry of Finance, business, industry associations and the expert community.

Deputy Ministers of Transport Valentin Ivanov, Vladimir Poteshkin, Alexander Poshivay, Andrey Kostyuk, Dmitry Bakanov and Director of the Administrative Department of the Ministry of Transport Konstantin Pashkov presented in detail proposals for each of the 10 federal projects included in the structure of the new national project. During the discussion, the participants made a number of proposals, adjustments and additions to the document under discussion.

The participants of the joint meeting generally approved the proposals voiced by the Ministry of Transport, and also highly appreciated the work done by the ministry.

Following the meeting, the First Deputy Prime Minister gave a number of instructions and noted that the next stage of work is public discussion of proposals for the national project “Development of Transport Infrastructure”. In particular, proposals presented by the Ministry of Transport should be sent for consideration to a wide range of interested parties, including business associations, primarily the Russian Union of Industrialists and Entrepreneurs, the Chamber of Commerce and Industry, and the All-Russian public organization “Business Russia”. It is also necessary to ensure synchronization and coordination of the national project’s activities with other departments, in particular with the Ministry of Finance, the Ministry of Energy, and the Ministry of Industry and Trade.

“The main purpose of the new national project is to complete multi-level work and build a new system, which is based on a single supporting transport network, a general scheme. The second stage is the transport and economic balance, which should show the narrowest, most tense places in the transport system. And the third is the optimization of transport infrastructure, taking into account identified bottlenecks, so that cargo and passengers are distributed in the most optimal ways,” concluded Andrey Belousov.

The meeting was attended by the head of JSC Russian Railways Oleg Belozerov, General Director of JSC Management Company Airports of Regions Evgeny Chudnovsky, President of the Russian Chamber of Shipping Alexey Klyavin, General Director of the Association of International Road Carriers Andrey Kurushin, Chairman of the Board of Directors of PJSC Far Eastern Shipping Company Andrey Severilov, representatives of the State Duma, the Ministry of Economic Development, the Ministry of Finance, the Ministry of Construction, the Ministry of Industry and Trade, the Federal Antimonopoly Service, the Federal Customs Service, administrations of the constituent entities of the Russian Federation, the business community, scientific experts.
